The account type you are creating is different depending on what you want to do.
You are signing up to be able to post jobs & events adverts. Once you have created an account you will be able to post adverts for free subject to meeting the website policy. Please note that a separate account with a different email address will be needed if you want to also be able to get job/event search emails.
